Eligibility and Participation Guidelines

  • You must be income eligible. (As outlined above)
  • You must own the existing mobile home and your name must be on the recorded title to the property. (Mobile Home Park lot renters are not eligible for this program.)
  • Properties with outstanding liens or mortgages are not eligible for this program.
  • Property and school taxes must be current.
  • Participating property owners must sign a Note & Mortgage for the amount of the replacement: this is a lien on the property and a legal commitment to repay New York State all or a portion of the replacement costs if you sell or transfer ownership of your property within ten (10) years. If you remain in the home for ten years, you will have no repayment obligation.
  • This must be your permanent, year-round residence; the replacement home may not be leased to tenants for any length of time during the ten-year regulatory period.
  • The property must be covered by homeowners insurance; replacement candidates without homeowners insurance will have to obtain, in advance, a binder for insurance and commit to maintaining that insurance at their own cost for the length of the Note & Mortgage term.

During the Replacement Process:

  • Your existing mobile home will be removed from the property; it cannot be retained or moved to another location.
  • Temporary storage will be made available to household residents; dumpsters will be on site during the demolition for discarding refuse and trash.
  • Participating homeowners will have to find alternate housing during the period between the removal of the existing mobile home and the installation of the replacement. This period may range from several days to three weeks.

Qualifying candidates will be required to submit additional documentation to facilitate the evaluation of applicant’s eligibility and needs.

Completing an application does not guarantee an award.  Replacement candidates will be selected through an evaluation process based on a number of factors such as income, financial responsibility, disabilities in the home, child safety issues, environmental considerations, and the condition of the existing mobile home.
